I was pretty sure that he was on Dexamethasone when he made the offer for Twitter because of his toxic grandiosity at the time. Turns out that Ketamine and Dexamethasone are used together to induce schizophrenia in animal models. Not sure exactly how faithful that model is to actually schizophrenia, but the C3 and C4 concentrations match. Whatever it is, is definitely not 'sound mind' and is going to take a moment or two to get back to baseline.
