I can see that, but I also think about the vastnesses of time that a modern CPU will be doing nothing. That's certainly true for an unstressed CPU with lots of free memory (paging is not allowed).
I've only glanced at the real-time variants of open source Unix os's, but it seems like their premise is reasonable.
In an unstressed CPU with no page swapping going on it should be very possible to give real time preference to some set of tasks.
