Astonishing. Azerbaijan killed an entire group of Russian peacekeepers in Nagorno-Karabakh yesterday and Russia has basically done nothing. Azerbaijan said sorry, fired an officer as a scapegoat and that's it. (Tass).
Usually part of the way peacekeeping works is that the soldiers exist as a tripwire rather than as a military force per se. If there's nothing connected to the tripwire it's utterly useless.
