One is dramatically reducing the set of circumstances in which a service can be legally provided across a wide variety of use cases; the other is requiring validation of an eligibility parameter that was, in theory, already in place under an honor system.

Don't get me wrong -- I understand that a slippery slope can quickly get us from one to the other. And I'm no fan of requiring ID validation for such services, for the many reasons folks are discussing.

But even if the end result is similar, I maintain that clarity in agency and root cause has value that's being lost.
