so it turns out I can buy very fine (a few microns) barium titanate powder for not a lot of money. and I can buy olefin sulfonate for not a lot of money too, which seems to be a common surfactant for producing ceramic slurry in this context. I'm not sure what the typical bulk solvent is, but literature on BaTiO3 nanoparticles typically mentions a mix of isopropanol and water. so I could, theoretically, produce my own not-very-good monolayer class 2 ceramic capacitors.
