This disenables them, making them ever more likely to have to accept whatever jobs/wages/conditions are available just in order not to end up on the streets. A hungry, impoverished population is easier to control...but, as Bob Marley pointed out (sang) "A hungry man is an angry man" and sometimes one small thing will light the touchpaper for massive nationwide riots.
