I like thier optimism, when the threat has passed ? Surely that won't be this century, so this seems like another kick the can down the road thing . I see in the article pollution from run off is anothet issue for the fish, just yesterday an article on microplatics and toxins from car tyres being a huge issue for marine organisms.
