That means the decision of who gets what stipend is entirely on the arbitration of the grade-giver. I was shocked to discover when I went from alt Professing to UMass Professing that grades are entirely arbitrary, based on the teacher’s feelings about how to grade.
That also means that students who are most struggling (often because they're underresourced) get their funding cut?
Unless I'm missing something, that's some profoundly perverse incentives.
