Problem is that Chinese gov is really struggling to force their sheep to do as they are told in this. They just changed their marriage laws too, so on top of only really rich Chinese being able to bring their children up as it is very expensive, now the women loose everything if they divorce. Vietnam is not only warning their women from Chinese men and their promises, but is bringing up the kidnappings in political discussions with China more and more. So even the comy neighbours are sick of it as their birth rates are dropping too and they need their cows (that is how they see us of course) for themselves.
