That was the policy in Texas and it was a smart move. They had a under production problem, so invited bitcoin miners in. Then electricity stations had an incentive to up their production. When electricity use spikes they have a deal with miners to shut down then resume when it drops. People pissed and moaned forever about it but it worked.
