Yeah so OTP is completely impractical, which is why I love it!
But regardless it's still used today because of the properties I mentioned.
If you read JP Aumasson latest book, serious cryptogrpahy, he says this:
"You must have a key as long as the plaintext to achieve perfect security, but this quickly becomes impractical for real world use. Next I'll discuss the approach taken in modern-day encryption to achieve the best security that's both possible and practical."
The OTP took 1 page to describe the rest of the book is like 323 pages talking about how to make it more practical 🙃
So yeah idk. I don't think it's that impractical for short messages and if you can give someone the key material before hand. Right tool for the job and all that.
