I would not know the rules for every province but in Quebec if you want to import a wine ( people do that as a business, import wines ) not only it’s on you to find the application and the samples etc. , but once it’s approved the government agency sets the price it must be sold at. You are not allowed to sell it in bulk at a discount which would be a typical way for an importer to get an edge over the government liquor stores 🤦♂️
