I wish I had saved the link, but I read an article where politicians argued that our thoughts and ideas stem from our "brain infrastructure" (or a similar term). They claimed that since the government is responsible for safeguarding infrastructure, they have a legitimate reason, in their view, to control the flow of information in order to protect "their" infrastructure.
