I've always believed a good horror movie can stand on its own by introducing elements that work inside of movies that aren't accompanied by loud sounds, and in fact there are plenty that do. Some of the found footage horror films, great example, like to play with the "blink and you miss it" perspective by having a party of people in the film examining a specific found footage piece that's part of the film's lore, that they rewind back to a certain part and reveal something we all have missed that could have been dangerous or unexplainable.
