No. What I'm saying is it sounds like they were/are talking about the administrations of 45 & 46 in the way it was stated. It doesn't just sound like 46 and his administration. They say Biden, and the previous administration. They don't say the Biden administration (46). So, while probably incorrect, the way it sounds to me is his 1st term administration is also at fault.... Biden, and the previous administration.
