Agriculture in the EU is subsidized, and the French agriculture lobby is famously militant in protecting their interests. I wonder if political considerations- supporting traditional French wine culture in certain areas- has meant that growers weren't incentivised to find new markets? The report says they're now being encouraged to find new markets",
