Well... I'd say it's the USA protecting its own country through Canada because Canada is incapable of protecting its own country which leaves the USA vulnerable.
If Canada actually cared about it's own country, Canada would be involved in modernizing it's country and their military but instead Canada is busy money laundering to countries overseas so it leaves Canada vulnerable and is a weak point for the USA.
If Canada protected it's own country the USA could depend on Canada and NORAD wouldn't be needed.
Unfortunately Canada is a useless county and the USA knows this.
This is why it's come to a point where Canada needs to quickly step up and clean up it's country and the USA take it over.
