NATO and Russia are both saying "nah that ain't an ICBM."
Perhaps it was an IRBM, like the kind China has been building for use in the western Pacific.
Like the article says, it doesn't make sense to use an ICBM in such a short range strike, and it's weirdly risky to take a nuclear weapon and swap out its warhead for a conventional one for the sake of posturing. That's how you accidentally start a nuclear exchange.
So is it Ukrainian propaganda? Time will tell. Seems Ukraine is the only one saying "ICBM" at this point.
