Fly fishermen have all these theories about what makes a fish bite, but none of us truly know. While I agree with this quote, I think there's a lesson here about the inability of the political class (in this case politicos, journos, and enthusiast hacks like me) to really understand people unlike them, any more than a fisherman can understand a fish.
