I'd simply say something along the lines of 'thanks for your work in helping keep the local area tidy but this was not my rubbish, I store mine appropriately and put it out one the right day and time etc etc'.
The pepper trick isn't terrible effective tbh. No reason you should be catching flak for something you aren't responsible for.
Has she been snarky with you before? I'm just wondering if there's some other problem and she's seized on this to take an opportunity to bitch at you?
