Imho in ideal world not only scientist should not pay for publishing their work, but they should receive payments from citations. The more impactful and groundbreaking your article is, the more you will receive money. One caveat would be publishing negative results which is super important imho, but usually doesn't get many citations.

Maybe universities should actually act as journals. My paper gets published by my university.
