I see this all the time too and I think what's happening is, cars now have a lot of lights and screens in them, and there are lights on inside the car and idiots don't realize their headlights aren't on because the dashboard is always lit up. (My car has an indicator to show the headlights are on because it can be hard to tell otherwise because of the way to inside is lit.) They may not be able to figure out how to turn on any automatic headlights they have because reading the manual is hard.
