USSR didn't produce a class of elites. In fact, you can see that all the leaders of USSR came from regular working class families. This was possible precisely because the system was largely egalitarian.
It's also worth noting that the first thing USSR tried to do is precisely what you're suggesting, but was forced to roll it back with policies like NEP.
