Seems like a stockpile, honestly the way to go though since the Iron Dome IIRC's success comes from the fact that it calculates all the trajectories and only shoots down the ones that would hit a target of value. With 2500-5000 of them it couldn't even shoot down all the ones that would hit stuff even if they wanted.
