Yes, the sense that bad things only happen to other people is part of it. But there’s also a strong dose of identity signaling, I think. The feeling that, for whatever reason, “People like us just don’t do that.” It comes out when they try to justify by reference to social norms: “No one is masking anymore, why should I?” Well, it’s rare now but it’s not quite “no one”—just people they either don’t see or wouldn’t take cues from.
