As a government functionary, this is how little coincidences just happen to cross my path;

We all know the UK is registering chickens now. Well, my country, which has very little agriculture is now contemplating creating a farmers registry - where farmers will be asked to register what activities they engage in and crops they are growing.

The reason given is to be able to compensate them in the event of a natural disaster, so no doubt most will go ahead and register.

Where did this come from? Likely a global standard setting body of some kind feeding policy, research, money or all the above to my governments ministry.

I saw the same thing happen with digital ID. Suddenly all governments were passing laws, including my country. Came out of nowhere.
