This is one of those details devils, for sure. Any tech policy I wrote would make the criteria viral. A static website, with no JS at all, would face the most minimal tier of regulation. But the moment they embedded a FB share button, a ThemTube video or AdSense ads, they would face the same tier of regulation as Meta or Alphabet.
