Just California? About 20 years ago they decreed that you had to recycle batteries (AA 9v etc) because they couldn't go to landfill, but absolutely no one wanted to deal with it. This is about the time that just about everything had some sort of battery from singing birthday cards "e-cigarettes".
Haven't heard much about battery recycling but still have to worry about not getting by irrational laws.
