OK: I tried
FONTCONFIG_SYSROOT=/tmp
then it got to initing gpu process, but
apt install libx11-xcb1:armhf libegl1:armhf libgl1:armhf libgles2:armhf
didn't work.
So it looks like trying to use Debian's multiarch is a lost cause; I'll try a real chroot instead.
