Also, I don't know, if it actually slows anything down. That would need to be measured and I am extremely sceptical that it's true for anything beyond prototypes.
Because it's easier to get a large team together, if you don't have to pay wages and cut the tickets small. 10 people working 4 hours per week might be better than 1 person working 40 hours per week.
