If you have ever watched a pot of water boil, at first it is calm & still. Then you get little bubbles forming (the simmer stage). Finally, it explodes into a full rolling boil everywhere.

I feel like our climate has entered the simmer stage recently, with weather anomalies popping up at random. It hasn't entered a full rolling boil yet, so some people are still trying to convince us that the pot isn't being heated.
