No, I don't believe storage is considered, just generation.
So that is a limitation of wind and solar that makes them artificially appealing until better grids and storage are added, but only after they take on enough share of the power generation for that to matter.
At least in the US, we don't face much issue in storage yet, as fossil fuels still make up 60ish percent of energy.
