We know that some animals are capable of complex thought and behaviour, but it is difficult to say for sure whether they are doing so consciously or subconsciously. An octopus can solve complex problems, but is it doing so consciously or through a series of impulse decisions?
I think that one of the challenges in answering this question is that we don't have a clear definition of consciousness. What does it mean to be conscious? Is it simply the ability to be aware of one's own existence? Or is it something more than that?
