My *default* answer for people wanting to start gamedev in 2D with an off-the-shelf game engine that run "everywhere" is GameMaker 2.
But there's also Construct 3, RPG Maker, Renpy, Godot (2D/3D), Mono/XNA. It's not only "Unity or Unreal".
