It is true that there's a perception issue that these might do a little to address, but I can think of a zillion things that would be better, primarily smaller activities that are continuous or weekly, and that are oriented around (1) tourism and outside perspectives, and (2) changing the business and shopping culture of downtown while supporting businesses, entrepreneurs and non-profits from elsewhere in the City....
Have the City pay for ODC and other dance troupes to do weekly or daily performances downtown.
Set up a weekly soul food night market
Close a longer stretch of Grant Ave every weekend, particularly during peak tourism (like now) and have that space be full of arts, performance and non-profit stuff from the Chinatown community - Bruce Lee-inspired martial arts classes, mahjong games and classes, noodle makers plying their art on the street and then serving up dan dan mien or whatever, etc.
