I find the idea that the planning rules are the problem hard to square with, eg, the number of large new estates near me being built on flood plains, or without sufficient regard to waste water or local amenities. Delays to planning seem largely down to the time it takes to create the required reports, which is down to too few planning and environmental officers - so a funding problem. (1/2)
