Late to the party, and with bad news. There is no one size fits all solution for your symptoms. Skin symptoms can have all kinds of causes. The human body is at least as complex a topic as Bitcoin is.
Eliminating the cause for the symptoms is your best bet.

1. If external conditions are the cause then start with avoiding any shampoo that contains sodiumlauryl- or sodiumlaurethsulfate. These two are the cheapest tensides available and thus found almost everywhere. They show excellent cleansing action, but they also make the skin/skalp more permeable for other shampoo ingredients that are not supposed to cross the skin barrier. In the medium- to longterm this can cause problems, in some cases severe problems.

2. If the cause is some type of skin fungus, which sometimes is the case with dandruff, then something is wrong with your immune system. It can be caused locally by frequent washing or it can be a general systemic problem. Traditional Chinese Medicin considers our outside skin and our inside mucous skins as one system, which they really are, lips and anus being the transion zones.
So maybe this is your body's way telling you that your microbiom in the intestines is out of balance. In that case you might want to check your physical diet as well as your psychic diet.

3. The lungs are of course also a part of the system. If you dont wear masks in your "dirty" environment, you may find some of what is on your hair also in your lungs.

4. Any itching, especially when combined with tiredness, can also be a symptom for some software problem with the liver. The hardware can be perfectly ok, but if there is a mistake in the software the system it will not run as smoothly as it should.

Last but not least, our body tends to push outwards substances that would harm the inside, as much and as long as possible.
So skin symptoms can be an early warning sign. No reason to panic, but reviewing one's habits might be a better idea than blindly treating symptoms on the outside, trying to eliminate them, and thereby maybe pushing them back inside.

No harm done though by eliminating possible external offenders like aggressive tensides first.
If you go for a plain soap bar, do skalp and hair a favor and reduce the pH to normal again with a rinse of applecider vinegar diluted in water.
