Good grief and a big, "duh." Don't speak to a kid, it doesn't learn language.
I had a nephew who wasn't speaking long past when he should've begun. They were at the point of having him tested for a learning disability when the family visited my grandmother. She noticed that the mother took care of the kid, fed, changed him, but she never spoke to him. When my grandmother asked why she didn't talk to the baby, the reply was, "why? He can't talk back."
