it would NOT be hard to define a little file format to put a smart card program into, and then just emulate those cards through a unified application
but nooooo we need a google application with safetynet and janky bank-provided applications that don't fucking work and now NFC is just for payment because if we change anything then the shitty bank applications don't use it properly
