Absolutely this. Citizens should be funding charities they seem important. Not the government.
The government only does it in order to push softpower.
Governments shouldn't fund any aid or charities anywhere. We all have different causes we care about so this should be handled by individuals.
And if they didn't steal so much of our money there'd actually be something left over to do it.
Smaller government=bigger citizens
