Yes, Vietnam and the Cold War as a setting isn’t resonant with the under 40s but you could change times & locations and keep the beats and it would all still work.
Somewhat related, I’ve noticed in the last ten years a big uptick in stories set before ubiquitous cellphones to get around plotting issues. But I can’t think of any aspect of Watchmen that would be negated by instant comms.
