Last I looked that was "half" of circles/aspects and only applied your list to incoming posts. The other half is making these lists addressable and using them for outbound access control. Once again, this is ancient technology (essentially mailing lists), but Mastodon has been trying to add the second half for a couple of years now and eventually they will succeed. Lots of fedi software exists which support both halves.
