The Inquisition was also partly created to rationalize the (often stupid) process if accusing people of being witches or other evil types. Sometimes these people actually were poisoners etc.
Under secular law you needed a confession, usually by torture. Sometimes there was a trial by fire etc. The Inquisition actually improved fairness and good treatment for the accused.
