I've never taken the time to actually verify in specs, but all implementations I've seen (SoftHSM, this one, and another REST-like device with a PKCS#11 shim above it) enumerated all keys when trying to access one, taking ages! I have a gist somewhere demonstrating that dnssec-signzone does 85k open(2) for signing with a softhsm slot containing 2k keys.
