I think part of the problem is that it is easy to measure the cost of university education, and difficult to measure the benefits (increased tax paid (at higher rates!), benefits to industry (more profits and taxes, better competition against companies in other countries), the value of children brought up in a home with better educated parents, etc. etc.) and I've seen the assumption that a difficult to measure quantity equals zero in a few places!
