I suppose it depends on what we mean by the word democracy, but I don't believe that people should have the right to deprive others of rights just because they are in a majority. If by democratic we mean a means of honouring individual rights or communal needs, then the key question becomes how we can best ensure both autonomy and effective coordination.
Through free association, people can form flexible networks based on shared interests and complementary capabilities. This isn't about choosing between direct or representative democracy - it's about developing systems of coordination that respect both individual and collective needs.
