Public bodies have a duty under the Public Sector Equality Duty (Equality Act s149) to "foster good relations between persons who share a relevant protected characteristic and persons who do not share it", e.g. between disabled and non-disabled people or between people of different races/ethnicities.
If a gov department or NHS trust announced they were going to do outreach on Stormfront, that would raise fundamental questions about their commitment to said duty.
