The Brennan Center for Justice makes a case for SCOTUS term limits; establishing 18-year terms and regularized appointments for justices, who would sit in staggered terms on the Court, so a new vacancy would open every two years. Each president would have two, and only two, appointments during a four-year term.

We should also expand the size of the court. Otherwise a 2-term president would select 4 justices, edging on a court majority.
