My early impression of #Loops is... well, discoverability is pretty much absent. You can only search for user names, and for that you'd need to know which users are relevant to your interests in the first place. Apart from that, videos tend to show up strictly as global timeline, and that makes them pretty random.
I assume that there will be more and better options down the road, but right now it is what it is.
