For context, this is a loose page found in the work diary of Huston Thompson from 1933 regarding the efforts to pass the Securities Act. I know who Rayburn and Senator Fletcher are. The initials are not those of the diary owner. They appear to be IWR, but I can't think of which of the players in the enactment of the law that could be.
